Purpose
To ensure all potential hazards associated with construction activities and sites are systematically identified, evaluated, and mitigated to prevent accidents and injuries.
Scope
This procedure applies to all construction activities and personnel involved in the operations at any company project site.
Steps for Risk Assessment
1. Hazard Identification
- Daily Assessments: Before the commencement of any work each day, the assigned team leader or safety officer will conduct a walk-through of the site to identify any immediate hazards that may have arisen overnight or from previous work activities.
- Project Assessments: At the start of each new project or phase, conduct a comprehensive review of all planned activities, materials, equipment, and environmental factors that could potentially cause harm.
2. Risk Evaluation
- Determine Likelihood: Assess how likely it is that each identified hazard could cause harm.
- Assess Severity: Evaluate the potential severity of the harm or injury that could result from each hazard.
- Prioritize Risks: Use a risk matrix to categorize risks according to their likelihood and severity, prioritizing them for action.
3. Risk Control and Mitigation
- Implement Control Measures: For each high and medium priority risk, develop and implement appropriate control measures. These may include:
- Elimination: Removing the hazard completely.
- Substitution: Replacing the material or process with a less hazardous one.
- Engineering Controls: Isolating people from the hazard.
- Administrative Controls: Changing how people work (e.g., training, procedures).
- Personal Protective Equipment (PPE): Using safety gear to protect workers.
- Document Controls: Record all control measures in the project safety plan and worker instructions.
4. Documentation and Communication
- Risk Register: Maintain a risk register that records all identified risks, their evaluation, and control measures. Update this register as new risks are identified or as circumstances change.
- Safety Meetings: Communicate all risks and their mitigation measures during daily briefings and through visible postings at the site.
5. Monitoring and Review
- Daily Monitoring: Supervisors and safety officers are responsible for ensuring that control measures are adhered to and remain effective throughout each workday.
